That's so frustrating, isn't it Chris! I have the power to block and unblock sites at my school. I'm taking it that you don't have any "power" like that. I don't think I would ever leave YouTube unblocked for long periods of time because the students would eventually abuse it and it takes up too much bandwidth. However, I would be willing to unblock it if a specific teacher requested it for a period or two.
My division doesn't block Picasa. Maybe you could try that photo sharing site.

I am fortunate that YouTube is not blocked at my school. Teachers have used it in various capacities to enhance learning.

I was in that same boat last year, and to be honest with you, I think it was a leaky boat. We weren't able to guide students through the valuable stuff that's out there. We never had the opportunity to discuss appropriate uses of the net in an authentic way because there was a big blockade in front of us.
